The South-eastern Europe Health Network, established in 2001, is a multi-governmental forum for regional collaboration on health, health systems and public health. It comprises of Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Israel, Republic of Macedonia, Republic of Moldova, Montenegro, Romania and the Republic of Serbia.

Forthcoming events: 33rd Plenary of the SEE Health Network, 10-11 July 2014, Bucharest, Romania
The Romanian Presidency of the South-eastern
Europe Health Network (SEEHN) is organizing and hosting the 33rd SEEHN
Plenary Meeting in Bucharest, Romania, on 10-11 July 2014.
This event will be attended by the national
health coordinators of the SEEHN Member States, the partner countries and
partner international organizations, directors of the SEEHN Regional Health
Development Centers (RHDC) and other key important actors.
The purpose of the meeting will be to discuss the SEEHN key strategic
areas of work for 2014-2020 and beyond in implementing the SEE 2020 Strategy
“Jobs and prosperity in an European Perspective” under the auspices of the Regional
Cooperation Council (RCC) and the outcome of the major developments, activities
and challenges during the term of the Romanian Presidency (SEEHN Presidency Report
January - June 2014).
During the 33rd Plenary the SEEHN´s partnerships in public health will be further
expanded and consolidated by signing a
Memorandum of Understanding with the UNECPD, the designation of a new RHDC on
Health Aging in Bosnia and
Herzegovina, by presenting the decisions
of the United Nations Population Fund (UNFPA) meeting for the SEEHN
held in March 2014 in Bucharest, as well as the SEEHN Decision on Patients´
Safety stemming from the EC TAIEX Workshop on the topic held in December 2013
in Belgrade, Republic of Serbia, etc.
In line with the commitments of the SEEHN
Ministers of Health as stipulated in their Banja Luka Pledge, endorsed during
their Third Ministerial Forum in 2011, as well as based on the current SEE
Regional Cooperation implementation process of the SEE 2020 Strategy, adopted
in November 2013 by the Ministries of Economies, the 33rd Plenary
will deal with some crucial strategic issues:
- Discussing and deciding on the future long-term health strategy of the SEEHN, starting from or continuing the objectives, measures and health indicators that are part of the Inclusive Growth pillar of the SEE 2020 Growth Strategy.
- Starting a policy dialogue to provide an overview of the regional efforts and cooperation to enhance the intersectoral governance of health in order to achieve inclusive growth;
Additionally, the Plenary will discuss and take important decisions on the following legal, political, technical and business issues of major priority:
- Amendment to the SEEHN 2008 Memorandum of Understanding;
- Decision on the Procedures of the Regional Health Development Centers (RHDCs) of the SEEHN;
- Approval of the SEEHN Health Regional Action Plan for 2014-2020 and the qualitative and quantitative health indicators for monitoring and evaluating the SEE 2020 ;
- Communication strategy and launching of the new SEEHN official Website; Decision on the SEEHN logo;
- Outcome(s) of the EC/TAIEX Workshop(s) finalised or undergoing in 2013 and the first half of 2014;
- SEEHN Secretariat Programme, Administrative and Financial Issues and ongoing activities:
- Country contributions for the years 2013 and 2014;
- Recruitment process for the permanent staff of the Secretariat;
- SEEHN Secretariat financial report;
- SEEHN Secretariat financial plan,
- SEEHN: Amendments to the Memorandum of Understanding of 2008;
- SEEHN: Draft Protocol for the Operation of the RHDCs;
- SEEHN: Draft Communication Strategy, Website and branding;
- SEEHN Decision on Patients´ Safety;
- SEEHN Decision of Safe Blood Transfusion in Major Emergencies, and
- Road Map for the SEEHN activities and the SEEHN Calendar of Events in 2014 under the Macedonian Presidency of the SEEHN (01 July – 31 December 2014).

In follow-up of two
workshops: “Increasing Transnational Availability of Safe Blood and
Blood Components for Medical Emergencies and Special Circumstances” June 2011,
held in Oradea, Romania, and “Clinical Risk Management and Management of Adverse Events”, December 2013, Serbia
The EC TAIEX Multi-Country Workshop has the following three main aims:- To review the application of the EC Directive 2002/98/EC of the European Parliament and of the Council of 27 January 2003 setting standards of quality and safety for the collection, testing, processing, storage and distribution of human blood and blood components and amending Directive 2001/83/EC: current status, progress in implementing, achievements and challenges of the SEE countries members of the SEE Health Network; cross learning from the experience of the EU Member States, the counties of the SEEHN itself and other neighboring countries
- To increase awareness and political/institutional capacities, among SEEHN member states, about the harmonized ways for getting the Highest Patient Safety in Transfusion Therapy in Emergency Special Circumstances (natural disasters as floods, earthquakes massive traffic accidences) at both levels:
- pre-hospital (blood centers specialists) and
- hospital (clinicians), based on Bioethical principles
- To apply in a complementary and logical manner the EU directives 2002/98/EC, and Council recommendation 2009 on Patient Safety
A summary report will be shared by the middle of July 2014.
